Congress bill for Nat Quals reposted

Since somehow our original set of bills was deleted (and I don't know how) please know the Congress Qualifier bills have been reposted to the debate evidence box. Ignore all Lincoln bills--they are not attending. The docket is a set docket--it is the order which we shall be using. Plan on giving 5 speeches if you want to go to nationals. 5 is the maximum # of speeches graded but it is also necessary to give five to be at the top of the house (assuming good speeches).
