Congress Bills Marked something like YOUTH BEHAVIOUR

Congress bills are in a pdf packet in the evidence box for National Qualifier.  We choose our Merit Pay bill as our official bill...they have used Lincoln's bill by mistake...ours will be substituted in accordingly so use our Merit Pay bill not Lincoln's.  Lincolns could come up for debate but it would be after ours and easily could be tabled.  Lincoln might try a stunt and ask to substitute their's for ours during session...so be alert.
