Failed nations are Pro ground. Stable nations are Con ground. Whether there's a middle category, and whether any individual nation is failed or stable is completely up for grabs by either side. Teams trusting in one official list or arguing "it's stable because Crossfire Briefs says so" are asking to lose to teams that choose their definitions strategically for each round.
