The DGS has learned the CIA believes that SoFar and Shofar were part of a terrorist goat plot to destroy multiple bridge targets in the US. As demonstrated in the article posted earlier, goats have the ability to sneak past US Army Electronic surveillance and control major bridges.
The CIA believes SoFar and Shofar were hiding in the Amanas when along came two freshmen girls thinking goats were cute.
